What does "too many short calls" mean?

I keep getting "403 Calls blocked, too many short calls" when trying to call a number.

We have seen a few instances where some agents are initiating calls just to hang up after 1 or 2 seconds. This behavior is unacceptable and can negatively impact our telecommunication network reputation.

As a result, we have implemented a short calls policy to ensure that all calls made through our network adhere to a minimum standard. Starting immediately, customers who engage in this behavior may receive a message saying "too many short calls" and the dialer may refuse to dial. The minimum standard for ringing duration is set to 20 seconds to ensure the proper use of our network.

We understand that some customers may have been trying to meet certain goals or targets, but this behavior is not an acceptable way to do so. We encourage all customers to find alternative methods to meet their targets that align with our policies and values.
